Motorsports regulations are not common for all race categories. It mainly consists of the FIA International Sporting Code, supplementary regulations of each race series, and supplementary regulations of each circuit. It explains contents of the each regulation easy-to-understand.
Motorsports regulations are not common for all race categories. It mainly consists of the following four regulations.

Supplementary regulations define unique local regulations that are not in the FIA International Sporting Code. All drivers and teams must comply with all regulations.
FIA International Sporting Code
This is a rulebook published by the FIA (International Automobile Federation) and is always applied to all FIA and ASN certified races. For example, the regulations about flags and safety car are described in the Appendix H International Sporting Code.
The official regulations are written in French and English, JAF (ASN of Japan) has published a Japanese version that is translated from the English version. If the interpretation of the regulations is different due to language differences, the regulations of French version take precedence.

The motorsports regulations that should be understood in order to enjoy motorsports are Appendix J, Appendix H and Appendix L of FIA International Sporting Code.
Appendix J International Sporting Code
It describes the technical regulations for racing cars.
Appendix H International Sporting Code
It mainly describes the regulations about flags and safety car.
Appendix L International Sporting Code
It mainly describes the regulations about the license and the equipment of the driver (helmet, racing suit, etc.) for participating in the race.

Supplementary regulations for each race series
It defines the unique regulations of the race series. For example, in SUPER GT, there is a regulation called SUPER GT Sporting Regulations (SGT-SpR), which defines the unique start procedure and the rule of the safety car operation etc.
If it conflicts with International Sporting Code, the supplementary regulations for each race series is prevail.

Supplementary regulations for each circuit
It defines the unique local regulations of the circuit. Depending on the circuit, It may have a shortcut layout, but in the case of a full course race, it defines the using the shortcut is prohibited. In addition, it defines driving rule that differ for each circuit, the location of the red flag line, etc.

The motorsports regulations have sporting regulations and technical regulations.
The sporting regulations describe the procedure of the race and the driving rule, while the technical regulations describe the size, weight and modification range etc. of racing cars.
Bulletin
If there are regulation changes during the season, or in case it is necessary to add special regulations to a particular race, it issues a bulletin and the organizer informs the drivers and teams.
